Capacity Building Training

Under Ghana’s Decentralization Reform Initiative, a Performance Based Grant System, named District Development Facility was introduced. This facility has three component: a Basic Grant, Performance Grant and a Capacity Building component to be managed by the Local Government Service Secretariat (LGSS).

The LGSS had begun a series of capacity building training exercises aimed at addressing capacity gaps identified with the aid of the Functional Organizational Assessment Tool (FOAT) used to assess the performance of MMDAs.  The first training was in Public Procurement Management and was handled by procurement experts from the Public Procurement Authority. The next was in Documentation and Records Management, which was also facilitated by officials from the Public Records and Archives Administration Department (PRAAD). The next training would be in management and leadership skills and it is expected to commence in the second week of May, 2010.
