This is to officially publish the final report on the 2022 Performance Evaluation Report of Regional Coordinating Councils (RCCs) & Metropolitan, Municipal and District Assemblies (MMDAs). This report supersedes the earlier one dated Tuesday, 8th August 2023.
We wish to apologise for the earlier report published on this website in which some errors were detected and had to be withdrawn and reviewed.
Any inconvenience this has caused is deeply regretted.
The Office of the Head of the Local Government Service (OHLGS) remains committed to its mandate as prescribed in the Local Governance Act, 2016 (Act 936) and will continue to provide all RCCs and MMDAs with the needed technical support geared towards continuously improving service delivery using the LGS Performance Management System.

The Office of the Head of the Local Government Service (OHLGS) in fulfillment of its mandate of ensuring the effective and efficient day-to-day administration of the Local Government Service (LGS) as provided in the Local Governance Act, 2016 (Act 936) is seeking highly successful and result-oriented person to fill the position of:
REGIONAL COORDINATING DIRECTOR
JOB PURPOSE
To provide leadership in the implementation of Government Programmes, Policies and Plans at a Regional Coordinating Council.
JOB SUMMARY
- Promotes effective coordination and institutional relationships among MMDAs, RCCs, OHLGS and other public and private sector organizations;
- Assesses project proposals and contract agreements to ensure compliance with prescribed laws and regulations;
- Assists in the formulation and implementation of policies at national and local levels;
- Acts as Advisor to the Hon Regional Minister, Head of Service and Development Partners;
- Ensures the development of the capabilities, skills and knowledge of staff;
- Appraises direct reports; and
- Undertakes any other tasks that may be assigned.
QUALIFICATION AND EXPERIENCE
- Masters degree in Public Policy, Development Economics, Finance, Human Resource Management, Organizational Development, Public Administration Planning or an equivalent discipline;
- Minimum of Fifteen (15) years relevant working experience of which Five (5) years has been in a Director or analogous position in the Local Government Service (LGS);
- Membership of a recognized professional body is an added advantage.
The Ideal candidates must also have the following knowledge, and skills mix:
- Public Financial Management
- Leadership and Managerial skills;
- Excellent oral and written communication skills;
- Good problem solving, negotiation and interpersonal skills;
- Good monitoring and evaluation skills;
- Substantial expertise in Public Sector Management, Project Management and Local Government Administration and relevant legislations;
- Excellent analytical skills; and
- Literacy in Information & Communications Technology

The mandate of the Local Government Service (LGS) is to ensure effective administration and management of the Local Government in the country. In line with this objective, the LGS developed a comprehensive Performance Management System (PMS) that is based on Service Delivery Standards (SDS) and anchored on systematic processes of planning, implementing, monitoring, evaluating and reporting on performance of LGS employees.
As part of the process towards the signing of the 2022 Performance Contract, some aspects of the Performance Contract indicators have been revised.
In view of the above, the draft 2022 Performance Contract for RCCs and MMDAs is attached for an initial review and comments.
All comments from the RCCs and MMDAs Performance Contracts should be collated and submitted to the OHLGS by 28th January, 2022.

INTEGRATED SOCIAL SERVICES (ISS) INITIATIVE
Strengthening intersectoral collaboration to improve service delivery
Vulnerable children and families should not be left behind. The Government of Ghana is committed to ensuring that poverty and vulnerability of children and families is reduced through increased access to an integrated set of social services.
The Integrated Social Services (ISS) is an initiative championed by the Office of the Head of Local Government Service (OHLGS), Ministry of Gender, Children and Social Protection (MoGCSP) including the LEAP Management Secretariat (LMS), Department of Children (DoC) and Department of Social Welfare (DSW), Ministry of Local Government, Decentralization and Rural Development (MLGDRD), Ghana Health Services (GHS), National Health Insurance Authority (NHIA), National Development Planning Commission (NDPC) and the Ministry of Finance (MoF). ISS seeks to strengthen inter-sectoral collaboration among social welfare, social protection, and health actors at the decentralized and national level, to improve the delivery of social services across the country. Falling within the broader scope of the decentralisation in Ghana, the ISS aims to help address multi-dimensional poverty and vulnerability, with a strong focus on promoting linkages between health, child protection, sexual and gender-based violence, and social protection services. The ISS has been designed based on the Coordinated Programme and the National Medium-Term Development Policy Framework 2018-2021 and 2022-2025 (NMTDPF).
The strategies include:
- Using the Social Welfare system as the entry point to strengthen its overall capacity and methods of local social welfare offices, empowering them through updated standard operating procedures, capacity, and innovative use of resources.
- Strengthening health access, outreach and linkages for the poor and vulnerable households by strengthening the link between LEAP and NHIS for free insurance, and the crowding in of health services for LEAP families through routine household visits conducted by community health nurses and officers at the CHPS-level.
- Improving data sharing protocols and technology by exploring inter alia interoperability of information management systems used at LEAP, NHIS and GHS for smoother and timely inter-sectoral case referrals.
- Strengthening inter-sector referrals between critical services, including with NGOs, implementing the Inter-sectoral Standards Operating Procedures for Child Protection and Family Welfare (ISSOPs) and supporting their use across sectors, introducing technological innovations such as the Social Welfare Information Management Systems (SWIMS) and the Social Services Directory: http://directory.mogcsp.gov.gh/.
- The Inter-sectoral Standards Operating Procedures for Child Protection and Family Welfare provides a harmonized framework of agreed standards, principles and procedures for all child protection and family welfare stakeholders to understand each other’s roles and responsibilities. In addition, the ISSOP helps to hold stakeholders mutually accountable to each other and the beneficiaries they serve. It identifies specific procedures to the use of forms, tools and guides by the social services and other key stakeholders. The guides, tools and forms of this ISSOP have been designed to improve the quality of social services.
- Build capacity of MMDAs, in particular DSWCDs, to effectively incorporate social service delivery as priorities in MMDA planning, budgeting and reporting, to improve advocacy for and access to funding from different funding arrangements, primarily District Development Facility / DACF / RFG / IGF for social and child protection programmes.
- The Social Services Directory is a portal that contains information on all legally registered social welfare service providers in all 261 Districts within Ghana. Information collected includes the name, address, contact number, domain of operation, services offered, website, email ID, etc. of the service provider. The directory was developed to assist Social Welfare and Community Development Officers and other social service providers in both the public and private sectors to find the appropriate organizations to refer cases to in a district and also follow up on referred cases.
Technical and financial support has been provided by UNICEF, USAID and FCDO, towards finding and strengthening cost-effective ways to harmonize services at the decentralized level for the benefit of the most vulnerable populations.
Sixty (60) MMDAs across 16 regions were selected to implement the initiative in 2020. Fourty (40) MMDAs joined the initiative in 2021. Sixty (60) more will join in 2022 and the rest of the MMDAs in 2023. Lessons learned during the initiative with respect to coordination, planning and financing at the decentralized level will eventually be used to promote best practices and scaling up of ISS implementation across all districts in Ghana.

The Office of the Head of the Local Government Service (OHLGS) after a successful monitoring and verification exercise of the 2020 Local Government Service Performance Contract of the 16 Regional Coordinating Councils (RCCs) and the 260 Metropolitan, Municipal and District Assemblies (MMDAs) hereby publish the final report as well as the rankings for the various institutions as per the attached.

Following the upgrade of the COVID-19 pandemic, and per the Government’s directive on public gathering, MDAs/MMDAs that require Biometric Registration Service are required to book an appointment with the ICT unit of the ministry.
To that effect, Officers from the Ministry of Finance have been assigned to the Regional Coordinatng Councils to conduct a biometric registration exercise at venues designated by the respective Regional Coordinating Councils as the biometric registration centres for newly recruited officers.

POSITION: HEAD OF PHYSICAL PLANNING DEPARTMENT
PURPOSE:
To lead in the planning, coordination, implementation of physical planning policies and programmes for the sustainable development of cities, towns and villages.
REPORTS TO:
The incumbent will report to the Chief Executive through the Coordinating Director
KEY DUTIES AND RESPONSIBILITIES
• Advise the District Assembly on matters relating to development, land use and planning in the district;
• Serves as the secretary to the local Technical Sub-Committee and Statutory Planning Committee of the District Assembly;
• Contribute to the preparation of District Medium Term Development Plans and annual action plans;
• Prepare development plans to serve as framework in guiding the formulation of development policies and decisions and in the design of projects in the District; and
• Perform any other duties that may be assigned.
QUALIFICATION AND EXPERIENCE:
Must possess a minimum of a Bachelor’s degree in Planning, Human Settlement Planning, Development Planning and Maritime Spatial Planning or other relevant equivalent discipline from a recognized University.
Must be in the professional cadre of the physical planning class
Membership of a relevant professional body would be an added advantages;

JOB PURPOSE

JOB SUMMARY
As the administrative head of the Office of the District Assembly and Coordinator of the activities of the Departments of the District Assembly, the successful candidate shall be responsible for the following.
- Promotes effective coordination and institutional relationships among departments of the MMDAs, and other organizations at the Local level;
- Assesses project proposals and contract agreements to ensure compliance with prescribed laws and regulations;
- Assists in the formulation and implementation of new policies;
- Acts as the Secretary to the District Assembly;
- Acts as Advisor to the Metropolitan, Municipal or District Chief Executive;
- Leads in the preparation of all MMDA level plans and programmes;
- Ensures compliance with all national level laws, policies and plans at the local level;
- Ensures the development of the capabilities, skills and knowledge of staff;
- Appraises direct reports; and
- Undertakes any other tasks that may be assigned.
QUALIFICATION AND EXPERIENCE
