Development Partners (DPs) in the Decentralisation Sector have commended the Head of the Local Government Service, Dr Callistus Mahama for his exceptional dedication and commitment to work during his tenure as Chair of the Decentralisation Sector working Group. He was lauded for the critical role played in moving the group forward and the monumental successes chalked during the four years that he served as the Executive Secretary to the Inter-Ministerial Coordinating Committee (IMCC) on Decentralisation.
Achievements under the five thematic areas on which the National Decentralisation Policy is currently anchored include the development of the Sector- Wide Approach (SWAp) to decentralisation in Ghana under Fiscal Decentralisation. Key legislation enacted under Political Decentralisation were the Local Governance Act, 2016 (Act 936), Land Use and Spatial Planning Act, National Sports Authority Act, National Youth Authority Act and the National Development Planning (System) Regulation.
In the area of Administrative Decentralisation, an Inter-Service and Sectoral Collaboration Systems (ISCCS) Framework was developed to facilitate harmonisation of systems, procedures and cooperation among the various institutions involved in the decentralisation process. A Performance Management System was also developed and operationalised across the various levels of the Local Government Service in addition to the development of a Capacity Building Framework.
Under the Popular Participation thematic area, a national framework for Popular Participation and a Practitioners Manual was developed to improve engagement, accountability and service delivery.
