“CERTIFICATES DO NOT MAKE YOU PROFESSIONALS RATHER YOUR ATTITUDE TO WORK”: HEAD OF SERVICE TO PROCUREMENT OFFICERS

Koforidua – Thursday, December 7, 2023:   Ing. Dr.  Nana Ato Arthur has implored Procurement Officers in the Local Government Service to adhere to the highest standard professional conduct in the discharge of their duties. He said, decisions made by Procurement Officers have far-reaching consequences for service delivery and financial control. Every step of the procurement process, he urged, must be guided by principles of transparency, accountability and fairness. “Certificates he said do not make them professionals, but their attitude and commitment to work”.

 The Head of Local Government Service, Ing. Dr. Nana Ato Arthur made the pronouncements at the 7th and 8th Annual Conference of the Local Government Procurement Professionals’ Association of Ghana (LOGPPAG) as the main speaker. The 2-day conference was held at the Nurses & Midwifery Training School in Koforidua. The conference was under the theme: “The Role of Procurement Officers in National Development”.  

 According to Dr. Arthur, the Procurement landscape in Ghana is evolving. Consequently, Officers must adapt to emerging changes while upholding the highest standard of professionalism. He assured them of his personal commitment as well as that of the management of OHLGS and other relevant institutions to allocate enough resources for the training of Management of the Regional Coordinating Councils (RCCs) and Metropolitan, Municipal and District Assemblies (MMDAs) in Procurement, Audit Infractions, and financial irregularities within the Service.

Touching on government’s policy on digitalization, and E-Governance agenda, he encouraged officers to adopt “state-of-the-art and modern technologies” in the discharge of their duties and to adhere to directives issued by the Public Procurement Authority (PPA). He also called for the use of the Ghana Electronic Procurement System (GHANEPS) which has been rolled out fully.

The outgoing executives of (LOGPPAG) on behalf of the association, honoured the Head of Service with a citation for his exemplary leadership, counsel and his constant presence at their conferences throughout the years.
