LGS LAUNCHES HUMAN RESOURCE ASSOCIATION

Accra- Thursday, November 28, 2024: The Local Government Service has launched the Association of Human Resource (HR) Directors and Managers at the Cedi Conference Centre, University of Ghana.  

The Association was launched during the 2024 maiden conference of the Human Resource Directors and Managers. 

The Head of Service Ing. Dr. Nana Ato Arthur officially launched the Association. He said the effectiveness of the LGS is largely dependent on its workforce and emphasised that the theme of the event “Optimising Human Resources Efficiency for Improved Performance in the LGS”, resonates deeply with the collective responsibility of HR Practitioners to enhance the capacity of the workforce in the LGS. 

Dr. Ato Arthur noted that Human Resources play a strategic role in shaping the culture and performance in any organisation and expressed the need for HR Practitioners to maximise human resource efficiency for a notable improvement in performance, service delivery and ultimately enhance the LGS. 

Though the Head of Service acknowledged the efforts HR Practitioners for driving policies, implementing decisions and delivering the services that directly affect the lives of citizens, he used the platform to admonish them to also ensure the right skills are identified to meet the ever-changing demands of governance and public service to drive performance, foster innovation and minimise conflicts in the Service.  

He also called on them to foster a sense of discipline and put in place structures that can effectively and efficiently monitor performance metrics and can support a sustainable future for the LGS. 

On her part, the Vice President of the Public Service Commission, Dr. Mrs. Irene Stella Agyenim-Boateng in a keynote address indicated HR leaders have a more responsibility to collaborate with organisational leadership and workforce to create a paradigm shift in modern practices.  

She urged them to identify strategic channels that can help them explore, attract and adopt the possible opportunities for the implementation of policies, procedures and performance measurement that can stand the test of time.  

Dr. Agyenim-Boateng also stressed the need for HR Practitioners to discover talents and ensure consistent investment in their growth through strategic capacity building to position them for leadership roles in the future. 

 This she said would help to support their growth through retentions whiles making them loyal and committed to the future growth of the Service.  

She outlined some innovative strategies such as open-door channels for head hunting, coaching and targeted recruitment, that can be adopted by HR Practitioners to bring on board the skills and talents needed in specific areas to ensure high productivity in the Service.  

Other areas she recommended included the need for HR Practitioners to be technologically inclined and identify short-term skills for specific areas in the Service through consultancy, short term contracts, secondment among others. 

In a closing remark, a Senior Human Resource Officer expressed appreciation on behalf of the executives of the Association to Dr. Ato Arthur and other dignitaries for their guidance and assured of the association’s commitment to adhere to their recommendations to enhance HR practices and improve service delivery in the LGS. 

The launch brought together Human Resource Managers and Directors from across the Service.
