MMDCEs AND MMDCDs RECEIVE ORIENTATION ON THE LGS 2018 PERFORMANCE MANAGEMENT CONTRACT

KOFORIDUA – Friday 2nd March, 2018: The last in a series of workshops organised by the Office of the Head of the Local Government Service(OHLGS) for Metropolitan, Municipal and District Chief Executives (MMDCEs) and Metropolitan, Municipal and District Co-ordinating Directors (MMDCDs) from the Eastern and Volta Regions was held at the Capital View Hotel in Koforidua, the Eastern Regional Capital. The one – day workshop was aimed at orienting MMDCEs and MMDCDs through presentations on the contents of the 2018 Performance Contract and also afforded them insights on the Key Performance Areas (KPAs) and Key Performance Indicators (KPIs) of which they would be assessed.

The Chief Director at the OHLGS, Mr. Joseph Dasanah in his address to the participants on behalf of the Head of the Local Government Service (LGS) stated, it was the duty of the LGS to set benchmarks to measure the performance of Assemblies as Ghanaians yearn to see improved and quality services. He noted that the influence of the Local Government Service in the country was so pervasive and would require adequate co-operation and co-ordination to move the nation forward in the right direction. He urged the MMDCEs and MMDCDs to make their contributions and input to the performance contract to help shape it.

In his remark, the Head of Civil Service, Nana Agyekum Dwamena underscored the importance of the performance management agreement and said its introduction in 1998 afforded the Civil Service an opportunity to have a mechanism to assess Chief Directors and Directors which hitherto was not the norm. He said it also provided an avenue for the administrative and political heads to have a framework for operating which has since been very effective. He was hopeful the sensitisation of the performance contract would help in effective service delivery.

The host, Eastern Regional Minister, Hon. Eric Kwakye Darfour in his speech said, the orientation workshop was to afford them the opportunity to be abreast of the KPAs and KPIs of which their performance would be measured. He said, the expectation of the government for MMDCEs and MMDCDs was for them to deliver on their mandate thereby, contributing to the overall developmental agenda of the country. He added that, as the direct representatives of government at the local level, it was incumbent on them to meet the aspirations and expectations of the people through their service and devotion to work. He urged them to live up to expectation.

The Deans of the MMDCEs and MMDCDs pledged to ensure the effectiveness of the PMC to improve service delivery in their localities.

Also present at the workshop were the Deputy Eastern Regional Minister, Hon. Joseph Tetteh, the Eastern Regional Co-ordinating Director, Mr. Korzie Sambo, the Volta Regional Co-ordinating Director, Mr. Felix Chaahaah, Directors and other Senior Staff of the OHLGS.
