OHLGS – Wednesday, 19TH APRIL, 2017: The Office of the Head of the Local Government Service (OHLGS) organised an orientation for individual consultants engaged to carry out monitoring and verification of Performance Management contract submitted by Regional Co-ordinating Councils (RCCs) and Metropolitan, Municipal and District Assemblies (MMDAs) for the year 2016. The meeting was chaired by the Head of Service, Dr. Nana Ato Arthur. Also present were the Chief Director, Directors and Heads of Units. The PMS which started in 2015 at the RCC and MMDA levels is to promote and improve employee’s effectiveness by delivering strategic and operational goals.
Addressing the consultants, Dr. Arthur said it was prudent to periodically carry out such monitoring and verification exercises to ensure transparency and deepen democracy. He further stated that the Service’ motto of Decentralisation, Democracy and Development should be evident in all endeavours and objective monitoring report should be paramount. Head of Service urged Directors of OHLGS to furnish consultants with the needed documents to enable responsive and effective findings.
Highlights of the presentation included an overview of Local Government Service and achievements of the Performance Management System and Performance Contract since its inception. Presentations on 2016 Performance Contract, mid-year review and annual Evaluation Reports by RCCs and MMDAs were made to inform consultants and officials present at the orientation. Also, discussions were made on monitoring and verification contracts and document package for consultants were stated.
Interactions from members present at the orientation afforded a clearer understanding of what indicators and goals will be achieved at the end of the exercise which ends by June, 2017 when consultants submits reports and other supporting documents to the OHLGS.
