OHLGS Receives Reports on the Monitoring and Verification of 2016 PMC Implementation

Accra – Tuesday July 11, 2017: The Head of the Local Government Service, Dr. Nana Ato Arthur, Chief Director and Senior officers of the Office of the Head of the Local Government Service (OHLGS) met with the nine (9) individual consultants commissioned to monitor and verify reports on the implementation of the 2016 Performance Management Contracts (PMCs) by the Regional and District Coordinating Directors. The meeting was to provide OHLGS with an update on the exercise. Also present at the meeting were the Head of the Civil Service and representatives from the Centre for Democratic Development (CDD) and the United Nations Children’s Fund (UNICEF).

The Local Government Service in 2015 began the operationalisation of a Performance Management System (PMS) for improved organizational and individual performance and job satisfaction. In this regard, the OHLGS in May 2017 commissioned a team of consultants to independently monitor and validate reports submitted by the Regional Coordinating Councils (RCCs) and Metropolitan, Municipal and District Assemblies (MMDAs) on the implementation of the 2016 Performance Management Contracts signed between Hon. Regional Ministers and Regional Coordinating Directors and between Hon. District Chief Executives and the District Coordinating Directors.

Findings presented at the meeting showed an overall satisfactory performance by all RCCs and MMDAs and an appreciation of the PMS process. Recommendations offered include the need to enhance the funding capacity of MMDAs (eg. IGF mobilization), improve the functioning of sub district structures, enhance quality control of the generation and implementation of the performance contracts, enhance the operationalization of the client service units and improve the implementation of the service delivery standards among others.

Dr. Arthur commended the consultants for successful and timeous completion of the assignment and indicated that outputs of the exercise will be used by the Service to make crucial decisions while pursuing remedial actions needed to improve the performance management contract process as part of the Performance Management System.
