THE DISTRICT DEVELOPMENT FACILITY (DDF) GRANTS AND URBAN DEVELOPMENT GRANT (UDG) ALLOCATIONS TO METROPOLITAN, MUNICIPAL AND DISTRICT ASSEMBLIES (MMDAs) BASED UPON THE FOAT V (2011) ASSESSMENT
The tables below give the DDF and UDG allocations to each MMDAs and MMAs respectively based upon their performance in the fifth assessment implemented by Ministry of Local Government and Rural Development using the Functional Organisational Assessment Tool (FOAT).
The FOAT assessment evaluates the performance of the MMDAs in relation to their compliance with the existing Government policies, rules, regulations and procedures in carrying out their mandated functions.
For the FOAT V (2011) assessment, 164 out of the 170 MMDAs assessed fulfilled all the FOAT Minimum Conditions and therefore qualified to receive the DDF Investment Grant and Capacity Building Grant. The 6 MMDAs who did not fulfill all the FOAT Minimum Conditions will receive only the DDF Capacity Building Grant.
The FOAT V (2011) assessment also included a window for assessing the 46 MMAs which were in existence in 2011 in 5 Public Financial Management (PFM) areas under the Local Government Capacity Support Project. For an MMA to qualify for the UDG, it needs to fulfill the FOAT Minimum Conditions and have a DDF Performance score equal to or above the national average.
In the case of the UDG, even though 44 MMAs fulfilled the FOAT Minimum Conditions, only 34 MMAs had a score equal to or above the national average of the DDF Performance Measures of 82 and therefore qualified to receive the UDG. Each of the 34 MMAs which qualified for the UDG is also eligible to access a Capacity Support Fund (CSF) of US$40,000.
