VARIOUS – April to May, 2023: The Office of the Head of the Local Government Service (OHLGS) as part of its mandate assessed sixteen (16) RCCs and Two Hundred and Sixty-One (261) MMDAs across the country. The overarching aim of the exercise was to ascertain the overall performance of RCCs and MMDAs based on their Performance Contract for the year 2022.
The RCCs were assessed based on four (4) Key Performance Areas (KPAs) as stipulated in their signed Performance Contract. The KPAs incorporated: General Administration, Human Resource Management, Financial Management & Reporting and Services. The MMDAs were also assessed based on seven (7) Key Performance Areas (KPAs) which included General Administration, Human Resource Management, Financial Management and Reporting, Infrastructure, Social Services, Economic Development and Environment and Sanitation. The assessment was evidence based.
The monitoring and verification exercise will determine the actual performance of each RCC and MMDA based on which decisions will be taken.
The Performance Contract is one of the tools of the Performance Management System (PMS) of the Local Government Service(LGS) which enables employees and the Service agree to and be committed to the achievement of set objectives and targets in service delivery within a given timeframe.
