REFRESHER COURSE FOR MMDCEs ENDS IN HO

Ho – Monday, February 14, 2021: The Office of the Head of the Local Government Service participated in the series of zonal refresher courses for all MMDCEs which has been brought to a successful close at Ho for MMDCEs from the Greater Accra, Volta, and Oti regions. The training was a sequel to the national orientation organized for the MMDCEs in Accra from October 26 – 30, 2021 under the auspices of the Ministry of Local Government, Decentralisation, and Rural Development in collaboration (MLGDRD) with the Institute of Local Government Studies (ILGS).

The training which was clustered into four (4) zones created a platform that enabled the Chief Executives to share their job experiences for feedback, deepen their understanding of local governance and development management, including requirements for managing their respective Assemblies. It was also to provide an opportunity for them to analyze, reflect and devise innovative strategies to implement the central government’s flagship interventions and programmes.

In closing the programme, the Minister for Local Government, Decentralisation and Rural Development, Honorable Daniel Botwe expressed appreciation to the management and staff of the MLGDRD, OHLGS, and ILGS for the endurance and commitment shown. He commended the MMDCEs for their co-operation and active participation urging them to bring the knowledge, new competencies, and skills acquired in leadership and managerial skills to bear on their respective Assemblies. He announced his Ministry’s next line of action which would be to visit all sixteen (16) regions.

The Head of Service, Ing. Dr. Nana Ato Arthur urged MMDCEs to take a keen interest and lead the development agenda in their respective MMDAs and admonished them to commit to innovation to ensure performance excellence of their respective Assemblies. He reaffirmed the Service’s commitment to strengthen local government institutions and structures; review systems; procedures and processes as well as build capacities in support of improved service delivery at the sub-national levels.

The course was facilitated by resource persons from the fields of practice and academia. Areas covered include Management; strengthening stakeholder engagements and the sub-district structures; Public Procurement and Projects & Contract Management. Other modules included: Ghana’s Local Governance, Decentralisation, and Public Management; Local Government Revenues and Management of Public Funds; Sector-wide initiatives and imperatives for MMDCEs; Performance-based grant system (DPAT/DACF-RFG); Performance Contracts of MMDCDs and LGS Performance Management System.
