Friday January 15, 2023: The Chief Director of the Office of the Head of the Local Government Service (OHLGS), Mr. James Oppong Mensah has retired from the Service after Forty (40) years of service to Ghana.
The Office of the Head of the Local Government Service has consequently organized a send-off ceremony in honour of Mr. Oppong Mensah at the conference room of the OHLGS in Accra to officially thank him for his contribution to the improvement of the Service.
The Head of Service, Ing. Dr. Nana Ato Arthur, in his welcome address commended Mr. Oppong Mensah for his tremendous contribution to the successes of the LGS over the last Ten (10) years during his tenure as a Human Resource Director and finally as Chief Director. He acknowledged his dedication and spirit of teamwork as features worthy of emulation. He said the Service will always remember him with those features.
Dr. Arthur said that though the outgoing Chief Director is exiting active Public Service, his services and knowledge in the field of Local Governance, Human Resource Management and Decentralization will always be sought by the Service when needed. He expressed the belief that Mr. Oppong Mensah’s retirement will be a springboard to new successes and cushion him for absolute relaxation in life after retirement.
In a brief remark, Mr. Oppong Mensah conveyed his heartfelt gratitude to the President, the Local Government Council, Head of Service, stakeholders, management, staff, and all present for acknowledging his efforts to the LGS in such a glamorous manner. He was optimistic that his positive work characteristics will not exit the Service with him but will be emulated by all for the progress of the Service.
He used the platform to catalogue some of the successes the Service has chalked with his involvement and direction. Notably among them are the transition from Local Government Service Secretariat (LGSS) to the current Office of the Head of Local Government Service, a new office complex, the Human Resource Operational Manual which has produced guidelines and direction on career progression in the Service, a feat that has rendered lack of capacity a thing of the past in the Service.
The Chairperson of Public Service Commission (PSC), Head of Civil Service (HCS) and the Executive Secretary of Civil and Local Government Staff Association, Ghana (CLOGSAG), members of management, and staff of the OHLGS delivered good will messages full of positives and deserving attributes of Mr. Oppong Mensah’s strong work ethic, professionalism, and integrity. He was honoured with citations and gifts in appreciation for the immense help he rendered to the Service, institutions, and individuals during his tenure as Chief Director.
