OHLGS PARTICIPATES IN 1ST GAPAM ANNUAL NATIONAL CONFERENCE

Cape Coast – July 17-18, 2019: Directors and senior staff of the Office of the Head of the Local Government Service (OHLGS) participated in the maiden edition of the annual national conference of the Ghana Association for Public Administration and Management (GAPAM) held at the Pempamsie Hotel and Conference Centre, Cape Coast in the Central Region. The theme for the two-day conference was “Leadership, Technology and Innovation in Public Service Management”; and was organised through the collaboration of GAPAM Executives, the Local Government Service and the Civil Local Government Service Association Ghana (CLOGSAG). Present at the conference were the Oguaamanhene, Osabarima Kwesi Atta II, Chief of Staff, Hon. Akosua Frema Osei-Opare, Regional Ministers and officials of public and private institutions including academia.

GAPAM is the Ghana Chapter of the African Association for Public Administration and Management (AAPAM) with the goal to promote excellence in service delivery by public institutions. The maiden conference of the Association created a platform for administrators and managers to network, share ideas and best practices as well as build capacities and provide opportunity for mentorship. The Association also aims to forge strong collaboration between public service institutions and academia while promoting the acquisition, adoption of knowledge, innovation and technology for effective public service delivery.

The Director for Policy, Planning, Budgeting, Monitoring and Evaluation (PPBME) at the OHLGS, Mr. Gregory Addah who delivered the speech on behalf of the Head of the Local Government Service said the conference was timely considering the revolutionary effect of technology on service delivery in today’s world. He urged public sector administrators and managers to keep abreast of the rapidly changing technological environment to ensure its application for improved public service delivery and innovative transformation of the public service. He expressed optimism that deliberations at the conference would enrich knowledge on issues pertaining to the enhancement of public service delivery.

The Guest Speaker and Chief of Staff, Hon. Akosua Frema Osei – Opare said the public sector is critical for the promotion of development and the general well being of Ghanaians. She indicated that knowledge and ideas shared during the conference would go a long way to benefit and positively impact the performance of the public service. She entreated managers of public institutions to be visionary, innovative, focus on the needs of the citizenry and ensure the judicious use of the available limited resources. She added that efficient leadership was imperative to translate the Sustainable Development Goals (SDGs) into prudent policies for excellent public service delivery.

The President of GAPAM, Dr. Oforiwa Gyamera expressed appreciation to conference delegates and hoped that future events would equally witness impressive attendance. She appealed to heads of institutions and organizations in the country to support and promote GAPAM in their respective sectors.

Presentations at the 2-day conference focused on improvement of service delivery in the various public service institutions of the country. Topics treated afforded participant the opportunity to share perspectives, knowledge and best practices that can help transform service delivery.
